Tom W. Bell
Special Jurisdictions and Private Governance
Tom is a global thought leader on the law of special jurisdictions, special economic zones, and private governance. In addition to helping Politas clients, he has been a law professor at Chapman University, Fowler School of Law since 1998, where he has taught all first-year common law courses, in addition to electives in high-tech and intellectual property law. Tom also serves as an adjunct scholar at the Cato Institute.
Tom is the author of "Your Next Government?" (Cambridge University Press, 2018), which explores the emergence of special jurisdictions and the new evolutions in governance they make possible. Other works include “Intellectual Privilege: Copyright, Common Law, and the Common Good" (Mercatus, 2014) and numerous other books and papers on special jurisdictions, copyright, Internet law, prediction markets, and the Third Amendment to the US Constitution. He previously served as a policy director at the Cato Institute and practiced law in Silicon Valley and Washington, DC. He earned his J.D. from the University of Chicago School of Law.
